I'll agree with both of your arguements, but;

How do you interpret: "The Zone Coordinators are responsible for the
selection of the International Coordinator from among their ranks."
and "The International Coordinator is the "first among
equals" Zone Coordinator." ??

In plain ordinary English (British English or American English, Michiel),
my interpretation is that the person chosen as IC has to be a ZC in order
to be among the ZC ranks. If he/she were a NC or a RC, he wouldn't be equal
in rank among the ZCs.
