Here are the plans for the 6 dB 2-Meter J-pole,  You can make it from
almost any metal tubing - alunimum, hard-drawn copper, steel or just
about anything else.  (It's a good idea to paint it with enamel to
prevent oxidation, especially if it's steel, and seal the top against
moisture - I use a wooden plug).
 
I don't know about where you are, but in this part of the world, all
FM on 2 Meters is done with vertical polarization, and all other modes
use horizontal polarization.  So this antenna, which is normally
mounted vertically, would be used for FM only.  Since it stands nearly
2 Meters high, not counting the mast it's mounted on, it's a little
difficult to mount horizontally.  BTW, it is possible to get more gain
by adding more sections on top... you will get close to 3 dB gain for
each section, (within reason, of course - a 50-section version would
probably blow over with the first strong wind).
 
I'm sorry, the measurements are in inches, and I don't have the metric
conversions for you.  One meter equals 39.37 inches, if that helps you.
