  For my money, there is an errant application restarting every time you
boot that will not accept the system closedown command.  On my system
this is "normally" associated with Netscape, but the latest fixes seem
to have eliminated most of those "ghosts" (W4+FP6).  Can I suggest that
you change the following CONFIG.SYS line to be as follows;
SET RESTARTOBJECTS=STARTUPFOLDERSONLY
This will ensure that the errant application (if that is your problem
will not start at boot-up.  In the last diskette image of FP6, the
unpack created a couple of directories with files in them - can't
remember the exact names - but two files are of interest.  I copied them
to my setup and created objects for them on the desktop.  They are;
\newtools\tlogoff.exe  -a--    8945 98/02/06 13:26
\newtools\tshutdwn.exe -a--    8035 98/02/06 13:26
  I ran them (with baited breath) but they run just fine.  The one
tlogoff, restarts the desktop (without the need of a CAD) and
non-desktop things like IBMantivirus and communications programs live
through the desktop restart.  The benefit is that "sticky flypaper" left
by (NS you guessed it) some applications can be cleared.
  The other tshutdwn, does just that, crowbars the system and has closed it
down when the normal way was not possible.  I've never had much experience
with this, as my system is almost as stable as v2.11 (vEg), but the couple
of times I've used it, I've experiences no INI problems other than
immediate Desktop changes not being saved.  I believe the tools are meant
for the Workspace on Demand or Network Computer (NC) implementation of OS/2
(my guess).  Have fun...
