I haven't seen the Passport, but there are several things that come into 
play, none of which I can answer.
The how loud the system will go depends on the effiency of the speakers. You 
can get by with a LOT less power by using efficient speakers. Unfortunately, 
efficient speakers are hard to design in a reasonably small cabinet.  To give 
a comparison that you might be able to visualize - 250 watts into fairly 
efficient cabinets like a pair of Klipsch LaScalas will give you some pretty 
good SPL in a small room, while 250 watts into a pair of Bose speakers 
probably won't get over the un-miked drums.
Also, what kind of music are you playing, and how loud do you want to be? 250 
watts will go a lot further for folk music than it will for Metallica.
