In fact one would have been enough, because they both contained exactly the  
same stuff.
Though the programs were short they did not do much more than setting/getting 
 
the DOS Break flag via int 21h function 33h.
If you, like we here in germany, have to use a keyboard driver it isn't of  
too much use at all, because the flag could be ignored from the keyboard  
driver. In fact, some years ago I wrote a keyboard driver that treats ctrl-c  
as normal but shift-ctrl-break as a "terminate what ever runs above you". No  
batch, exe or com could resist that. Only if ran before the kbddrv is loaded, 
 
which means some parts of autoexec, it couldn't be stopped.
