DOS applications can redefine the VGA character set in a Virtual DOS
Machine on OS/2 exactly the same way as they do in DOS.

OS/2 full-screen text-mode applications can redefine the VGA character
set using the VIO API, documented in the OS/2 Developers' Toolkit 1.3,
that is supplied on the Developer Connection CD-ROM.

Due to the nature of the display hardware itself, redefining the VGA
character set *only* affects text mode (i.e. a full-screen DOS or OS/2
  session).

When the display is in graphics mode (i.e. a Presentation Manager
session, or a windowed session), hardware character definitions are
  (obviously) ignored.
