  The reason is that your code is wrong.

  Ask yourself what the value of pNewPtr is when you make the call.

  Clue 1 :  PULONG means `pointer to unsigned long'.

  Clue 2 :  The fourth parameter to DosSetFilePtr is an *output*
            parameter.

  When writing OS/2 code, it is usually best to avoid the example
  snippets in the Control Program or PM References.  They are usually
  more confusing than enlightening.
