Release 2003-018: AIRCRAFT REPAIR STATION MANAGER AND WIFE SENTENCED 
IN AIRCRAFT PARTS SCHEME

 On January 13, 2003, Marshall Bryant, Station Manager for Kollsman 
Inc., and his wife Helen Myra Bryant, owner of Silver Jade Business 
Services, both of Merrimack, New Hampshire, were sentenced in the U.S. 
District Court, District of New Hampshire.  Both will serve six months 
of home detention and five years of supervised probation.  The court 
will determine restitution at a later date.

On July 20, 2000, the Bryants pled guilty to conspiring to commit Mail 
and Wire Fraud, and violating the Anti-Kickback Act. The Bryants 
conspired with the owners of RTS Services, Inc., of Fort Worth, Texas, 
to direct repair work on aircraft parts from Kollsman, Inc. to RTS 
Services in return for kickbacks.  Kollsman Inc. paid RTS for the 
repairs; then RTS paid Silver Jade Business Services $125,000 in 
kickbacks billed as "consulting services." The RTS Service repair work 
included government contracts with the National Aeronautics and Space 
Administration, the U.S. Navy, the U.S. Air Force, and the Department 
of Transportation.  In September 2000, RTS was convicted of Conspiracy 
to Defraud the Government, Money Laundering, and Wire Fraud.  Roger 
Sickler, owner and President of RTS, was convicted of Money 
Laundering.   

Special Agents from the NASA Office of Inspector General's Office of 
Investigations, the Defense Criminal Investigative Service, the 
Internal Revenue Service Criminal Investigation Division, the Federal 
Bureau of Investigation, and the Department of Transportation Office 
of Inspector General conducted the investigation.  Assistant United 
States Attorney Frederick Schattman, Northern District of Texas, Fort 
Worth, Texas, handled the prosecution.
