Is that right?  Given that V.32ter is (AT&T's?) extension to V.32bis,
I'd have reasonably thought that they'd have also implemented V.32bis'
retrains.

Can't see that at all.  If it works fine at 115200, it's certainly going to
work just as well, if not better at lower port speeds.
