I think OE comes "packaged" with IE, so if you have one installed, you 
should have the other.  (At least that's how I remember it).  That's why I 
suggested he find a copy of  IE8 on an old Microsoft CD (perhaps from ebay), 
or the complete executable IE8 installer file somewhere on the Net.
