It's 4c per litre bought for the next four years ie 4x4.

As you said, it was originally 3x3. After those three years it became 4x4
(with the Labor opposition screaming blue bloody murder all the way to the
electorate).

We have now had the latest legislation enacted as 4x4 (by Labor) with
changes to the legislation allowing the tax to be used for purposes other
than roads.
