I think policy is clear: An IC must be a ZC. > Historically, it hasn't been so. I know you know there were at > least a few that were not ZCs, like Mats Whalen, etc. There have been a few exeptions where policy was not followed. Mats Wheelan (sp?) was one of them. But these exepctions were only allowed when all ZC's agreed. In the case of Pablo Kleinman one ZC objected (Henk Wolsink) and so Pablo did not become IC. > Bob Satti may have resigned as ZC, but he _never_ resigned as IC. Not all ZC's agreed he could stay on as IC however. And that means he was no longer IC when he resigned as ZC. Frankly Janis, I do not care who is IC. It is painfully obvious that the IC hat is paper tiger. We may as well have no IC, there is nothing (s)he can do. Interzone coordination is a farce. The only "international coordination" I have seen n the past decade is where one ZC raised two ZC out of a coma and rounded up another one to stab another one in the back. I do not care who is IC. Not any more. Just don't that me what you did to Ward was fair.
