The "official word" is what is on-air.  There are times when information
on-air is contradictory, but not in this case.  It is very clear that
Klingons *did* once look as they did in TOS.  Worf, O'Brien, Bashir,
etc., all acknowledged that.  The information has never been
contradicted on-screen.
