See the section of the Programmer's Guide "Commonly Asked Questions and Answers: How more than 20 files at a time can be opened." You need to use the operating system-independent _grow_handles() function to notify the run-time library to allocate more static FILE objects for fopen() to return. The Watcom _grow_handles() function also performs the necessary notifications to the operating system where this is supported, as in OS/2 with the DosSetMaxFH() API call. I don't know why this would vary when running the same executable on different versions of OS/2, however.
