since the IC is (generally) a ZC or exZC, they are equal... equal as in
having had ZC experiance and understanding what it is really all about
rather than the imagined stuff of sysops and wannabes... no where does P4
state that the IC must retain their ZC position... in fact, it specifically
states that one must not wear too many hats! ;)
