The situation with character sets under Linux, with a system set, a console set _and_ a set for the editor, is just too complex for any simple rules. Some people have absolutely no problems, and other with the same distribution and program can't get high-ASCII characters to display properly to save their lives. I wish I could offer you some encouragement, but this is a known - and very difficult - problem.
