IBM VisualAge C++ is the new name for the current release of what used
to be called IBM CSet++. You'll probably agree that CSet++ was a
pretty duff name, and that VisualAge C++ is a lot better.

The Visual Builder, which is one of the tools shipped with IBM VAC++,
is an application builder, that lets you generate C++ applications
that sit on top of IBM OpenClass (C++ class libraries, also supplied
with VisualAge C++), which you then compile with the C++ compiler
  itself.

The Visual Builder itself, however, is written in SmallTalk. The
source of much confusion is that whereas the C++ compiler from IBM is
now known as "IBM VisualAge C++", the SmallTalk environment from IBM
is still widely known as simply "IBM Visual Age".

You do not get a SmallTalk environment with the C++ compiler. Neither
(at least, as far as I know) has IBM OpenClass changed enough for it
to be usable by any other language, such as SmallTalk, or even any
other compiler apart from IBM VisualAge C++ itself. I am still
waiting to be pleasantly surprised on that last count.
