  Not entirely.  PMShell is run twice, but the first invocation does not
  "activate multitasking" (you can multitask even if you use OS/2
  MultiBoot to boot to a command line).

  What the first invocation does is attach to the session manager, to
  provide session switching facilities.  These are quite distinct from
  multitasking (DR-DOS 6.0, for example, had session switching
  capabilities, but was still a single-tasking operating system).
