While I do have the U.N. Convention on the Rights of The Child, in ASCII 
format, the Parental Rights Act had somehow managed to elude me.  I'd 
appreciate it if you would be so kind as to reference this proposed Act for 
me in such a way as to direct me toward a source of a printed, or better 
still, electronic copy.
I can't help but draw the inference, perhaps incorrectly, that the "Contract 
with the American Family" is an adjuct to the Republican sponsored bill most 
commonly referenced as the Contract with America.  If so, having studied the 
latter document, (also available in ASCII text, for those interested), I 
would be quite hesitant to endorse such a bill without subjecting it first to 
close scrutiny.
Lest you think this a partisan statement, I'll offer that as I review the 
numerous "Demonstration Programs" under the Shalala administration of the 
Department of Health and Human Services, I also find the current Democratic 
Presidential administration lacking, insofar as its serving to pave the way 
toward the establishment of greater protections against the potential for 
administrative abuse under these programs, as the States and territories are 
granted, (no pun intended), greater latitude with regard to their 
implementation of such programs.
