majority of the ZCs... it doesn't say anything at all about who, what,
when, where, why or how the decision to take a vote to elect or oust the IC
comes about... only that the IC is selected or removed by the vote...
neither does it say that there are two votes, one to remove and another to
select... finally, it also doesn't say anything about a weighted vote...
