My guess is that msvc10 is compiled with a newer msvc against some newer
libraries/dlls, so only works on the newer windows. What exactly 'newer' is

That one is compiled with the opensource mingw32 compiler. Why it's needed
besides the msvc versions I don't know.
The faq could use an update in this regard. It has some info about the
different versions:
Windows (32bit) versions:
binkd.exe, binkdw32.exe - binkd/w32, console, compiled by MS Visual C
binkd-dll.exe - binkd/w32, console, MS Visual C, needs msvcrt.dll
binkd-mingw.exe - binkd/w32, console, MinGW32, needs msvcrt.dll
binkd9x.exe - binkd/w9x, w/o a window, compiled by MS Visual C
binkd9x-dll.exe - binkd/w9x, w/o a window, MS Visual C, needs msvcrt.dll
binkd9x-mingw.exe - binkd/w9x, w/o a window, MinGW32, needs msvcrt.dll
OS/2 versions:
binkd2.exe - Watcom C compiler, no Perl
binkd2e.exe - emx, can load the Perl dll and can work without it
binkd2pl.exe - emx, Perl is liked staticly (i.e. no need in a Perl dll)
binkd2eo.exe - emx/omf (multithreaded), no Perl.
But that list doesn't seem to agree with the current list on the download site.
Max Vasilyev should be able to clear this up!?
