It's allowed in parts of the US, too.  Actually, I've never heard that it's 
NOT allowed anywhere in the US, so this California thing is new to me.  
Still, I don't know how they could get away with it.  Seems like it's 
discrimination against...well...anyone who requires assistance.  And in fact, 
what Charlie is doing at home with his wife's ballot is assisting her, 
anyway.
