I forget the fine detail on how to do it, but Bink can be
setup to do what you want. Dave does it like that from memory.

The first of your messages is likely just Bink doing what its
currently been told to do, abort the dial on an incoming call,
but not answer it. Presumably its seen RING text.

The second one its not seen dialtone, so it just gives up.
When you want it to try answering in that case instead.
