Que?  I think you'll find that the original 3x3 fuel tax was introduced
near on 8-10 years ago now, and is a hell of a lot more than just 4c, isn't
it?

I fill up at Wallangarra, on the Qld/NSW border, where petrol is 60.9c/l. 
If I forget, and have to stop at Tenterfield, just 14km down the road, it
costs me a massive 73.9c/l, and stays that way until I get to Cessnock,
where it drops back to 69.9c/l (why all the .9s BTW?).  Average price
difference between NSW and Qld is (given similar conditions) approximately
8 cents per litre.
