But the thing is, in most precincts, you get the same people working the 
polls year after year.  And in most cases, these people are your neighbors.  
They live in the same precinct as you.  So in most cases where the voter 
needs assistance, the voter is known to the poll workers, their disability is 
known to them (or is obvious), and the person helping them vote (and going 
into the tiny space with them) is someone they see helping that same voter 
every year, and thus is *also* known to the poll workers.
Obviously there are exceptions to every rule, but for our handful of voters 
who need assistance, we do in fact see them every year, and see the same 
helpers bringing them in to vote.  So we'd never give them strange looks.  
There's just nothing strange about it.
And even if the poll workers are brand new and *don't* know you, and don't 
see you every year, and even if the voter's disability is not obvious, it's 
just a given that the process is going to require that some voters need help 
for reasons beyond their control.  Heck, there are whole sections about the 
requirement for assistance in every single poll worker training manual in the 
country.  So it shouldn't strike *any* poll worker as suspicious, or odd, or 
something to stare at.
Which is why I have to conclude that the people in Charlie's precinct aren't 
very nice.  (Or he's paranoid and imagining it!  ;-) )
