You misinterpret the documentation:  You not only have to preallocate
every fileinfo-buffer, you also have to preinitialize the field
oNextEntryOffset of all buffers.

You have to modify your sample as follows:
  
    o initialize all oNextEntryOffset-fields of your buffers
      to sizeof(FILEFINDBUF3).
   
    o reset ulMaxFiles to FILES_TO_GET before _each_ 
       call to DosFindFirst or DosFindNext.
