I backfeed my panel through the welding receptacle, and have a checklist just
as you suggest.
I also clobbered up a tester to tell when the power returns:
A piece of copper pipe, flattened on the end with a length of heater hose
slipped over it. Soldered a wire to it, connected to a light socket that has
the neutral wire connected to a regular plug. Plug 'er into the wall, and
slip the flattened pipe into the TOP main fuse clip. She lights up really
bright when Consumers' Power is ready to sell electricity to me again. :-)
