Bell Atlantic does the same thing here, now. It's called an interface. 
Nowadays, when phones service is installed, the phone company attaches 
a grey box on the outside of the house. That box has two accesses, one 
of which is for the phone company only. The other, which can be 
padlocked by the customer, has modular jacks inside, and that's the 
side the customer is responsible for. I don't have such an interface, 
since my service was installed about 13 years ago. What the phone 
company did for me was to install a jack for each line inside the house 
at the closest point to the outside (one jack below the windowsill, the 
other on the baseboard just below that window). I wired the house with 
wall & baseboard jacks for each extension I wanted. Personally, I would 
prefer the interface to be mounted INSIDE the house as opposed to the 
outside. Things have changed so much since the phone company break-up.
