In California, they acknowledge that there are reasons for an
absenttee ballot other than you would be out of town.  In our case,
Pamela is blind, so I have to fill out the ballot for her.  That sort
of thing is frowned on in the voting booth... ;-)
Actually, they are calling on making more and more of the vote as mail
in, as it saves time and costs at the polling places, and lets them
spread out the counting period.
