I am thinking that the character is taking a tad over 3 seconds
to be delivered from the modem to Binkley.  Do you have a 16550?
Perhaps you do and it is buffering the input incorrectly.  Or
maybe you've put BUFFER=ON when you only have a 16450.  Try the
following mode command, except change the BUFFER=ON to 
BUFFER=OFF.  BFN.  Paul.

mode com3:38400,n,8,1,idsr=off,odsr=off,octs=on,rts=hs,dtr=on,to=off,buffer=on
