 Here's a good idea for someone that knows their way around native WPS
 objects.

 Subclass wpProgram.  Add a settings page to all programs called
 "Environment",  where a specific PATH and LIBPATH (and optional env
 vars) can be set.  Everything but LIBPATH is a simple env var that needs
 to be set when the program is launched;  LIBPATH must be set with the
 new api DosSetExtLibpath().

 Write a non-wps program that will analyze config.sys right after you
 install a new program,  to find the new env vars.  Have it populate the
 "Environment" page for the new program, then put config.sys back to the
 way it was.

 I had this idea a few months ago,  but have not had time to learn
 enough about WPS objects to write it.  If someone wants to write the
 part that subclasses a program launch,  and adds a settings page,  I'll
 write the rest.
