I don't know if there are any "sanctioned" rules.  My gun club has had a
couple of matches as follows:
5 pins on a 4'x 8' sheet of plywood set on saw horses at 15 yrds. Evenly
spaces across the board.  For .22 cal set pins approx 6 inches from rear
of table, for 9mm & .38 set about in the middle, for .45 set about 6
inches back from very front of table.
Timed event from "go" with pistol at 45 degree angle.  Time stops when
last pin HITS THE GROUND.  No limit on number of shots, reloading is
allowed, but don't plan of being competative if you do.
We use two timers and average their times to smooth out reaction times
from the timers.
I hope this helps, as I've only done this twice with my .22 - My
personal best is only 6.8 seconds.  The good shooters do it under 5
seconds.
