No (that tool is called S.M.A.R.T.).

DAPIE is the win32 api on os/2.  You take win32 code,  unchanged,  and
compile it with an OS/2 compiler,  link it with a special set of import
libraries (that resolve to pmwinx.dll) and end up with a native OS/2 EXE.
