This is intended to allow a device driver to load disk configuration files if necessary. If a driver opened a file and failed to close it during initialization, then the file handle would be permanently orphaned. Some device drivers do this deliberately, notably the unregistered version of SIO.SYS, which opens and locks a file called "\SIO DT" (where the space is actually a hex 0xFF character).
