If you give each user 30, 45, or even 90 minutes, what they do with
it doesn't matter.  Some boards have games that keep people on-line for
their entire time.  Does it matter if they play one game, or 10, in
their time?  If the USER is satisified with 300 baud, who am I to lock
them out?
