No. it means that you run SP1 to make 153 into 228, and then run
3 to make 228 into something later.
The "errors" are sometimes subtle bugs not detected or fixed in
the earlier builds, or may be new features, like importing Word97
documents.

Service packs are often not cumulative, and must often be run
sequentially.
