I learned that from experience in R10. When Kohl was RC, things weren't all
that great; many people suffered under his regime. When Donovan took over,
she changed a lot of things to alleviate most of the problems. It
wasn't/isn't perfect, but it's better than her predicessor.

By not making that statement, the zone war was escalated because of poor
interpretation of policy by the former IC.
