What a joke.  You seem to have ommitted his own actions in this.  How about
his decree that if discussion were to take place outside his sphere of
influence that he would scuttle the effort entirely?  That if the
procedings were to occur without him in control that he would scuttle them?

He wanted to control the outcome and how the vote was held and what was
discussed and where it was discussed.  All factor that were not in his
purvey to control.  Neither IC not ZC's have any say in that ... that is
the realm of the RC's.
