IMNSHO this 000- thing was a bad idea from the start. For a variety of reasons. The Australian emergency number issue just being one of them. The main reason I think this was a bad idea is that POTS mailers were never designed to have to deal with numbers that should never be dialled. POTS mailers expect a dialable number or "-Unpublished-" and nothing else. One simply can not expect all legacy mailers to handle the situation correctly.
