i hear that... i wouldn't either... however, i would take whatever steps
were necessary to _educate_ sysops, new and old, about the situation and
how to handle it...

yeah... i guess... for the most part, there wasn't anything to do since the
country code is exactly that... to dial out of country requires one to use
the international dialing code for one's location... that, in itself,
eliminates the "local" problem...

the entire argument also points to those who are either politicos or who
haven't really and truely looked at the problem or thought it thru...
