You're not the only one. Over here (we're serviced by ISMS in Denmark)
I got DevCon 1 through 5, had to argue with them to get the update disk
to 5 (send a FAX of the note in the CFORUM saying it would be sent to
all who got 5...). Because of payment difficulties I didn't renew till 7
(for the "with DDK" version), 7 arrived OK, I had to hassle them to get
8 (finally got it 3 weeks ago :-( ), 9 is still a dream... Hassling them
is a problem, it means 'phoning Denmark (at extortionate international
rates :-( ). At the present rate of progress I'll be spending an amount
on telephone bills approaching the cost of the subscription :-(.

You can tell how efficient IBM are, the despatch labels have contact
telephone numbers on them. All the UK numbers changed in April this year
(the old versions stopped working, the new ones had worked since
September last year) and they are still giving the old, now non working,
numbers on the labels :-(
