If the ZC/1 would have considered it a problem, he certainly would've
highlighted it. Since he didn't do it at that time, he didn't perceive it
as a potential problem or said ZC was not in a position to sufficiently
evaluate the potential consequences of his lack of action.
 
ZC/3 on the other hand does consider the "000"-matter potentially
disastrous and does not support its usage in the nodelist. As fellow ZC's
the least what we can do is to respect such a wish of a colleague-ZC.
 
The day that Malcolm or any other ZC/3 decides that the
"000"-matter has lost its critical status, the ban will equally
be lifted here. Until that day it stays where it is.
 
Please do not bugger Malcolm over this, he is an excellent ZC and
colleague. I do not want to see him throw the towel over this.
