The North-American telephone companies are causing the problem as their
numbering-system is not ITU-compliant.
Same with the 911-number. It is a North-American invention contradictory
with ITU numbering-plans which were set-up especially to avoid the
India/NewDelhi-controversy.
Had the North American telephone companies followed the ITU-scheme then 911
would have been 112 and all resulting conflicts with the 1- for North
America would also have been solved by changing net-numbers.
Our emergency-number here was "900" ... now it's "112"
and all other changes have also been incorporated.
