That is not true. Go to France and they will give you the time
as 13:30, not 1:30pm. That is the difference between countries
that use 24-hour clock and 12-hour clock. And like I say, it's
only USA, Canada (not Quebec), Britain, Australia and NZ that use
12-hour clocks. According to the NLS guidelines book anyway.
