Probably not since it depends on just how you define work harder. If
you look at it from a purely labor viewpoint, the answer would be no,
you cannot get ahead of the rest of the herd unless they are also just
laborers. Now, if you look at the term 'working harder' as meaning to
work hard, get the education you need to compete, doing the extra
things that are required to get ahead, then the answer is yes.
