Based on the balanced-budget forecast as being used by Labor. The people
were stupid enough to believe Labor's "who knows, maybe the economy
will pick up and we'll all be stinking rich" promise in the 1993
election, there was no way the Liberals were going to do something like
base it on the real figures (unpublished) this time.  They were asked about
that before the election, and the Liberals said "what can we do when
he won't publish the real figures"?
