In this state (at least), legislation was passed that stops unions "forcing" employers to enter into that sort of agreement. Such "contracts" were deemed oppressive. The employer is free to employ anyone they consider capable of doing the job, without that person having to be a member of any workers' union. The employee is not expected to join any union at any time thereafter either. When I first started work in this country in 1981 I was told that I had to join the union at the place I was working (in a clerical capacity). After a while I couldn't see the point and wrote a letter of resignation to the union. They accepted it, and then all of those employed in the same area (about 6 of us) at the company I was with, also resigned (from the union). These too were accepted.
