If the function of the communications between the Linux box and the Win95 box 
is merely file and print sharing, you might want to install Samba on the 
linux box; this will make it look like another Microsoft Network 
client/server and allow the two machines to communicate via NETBEUI/SMB. That 
would eliminate the need for a static IP address for the Win95 box.

(Local DNS being your ISP, or one of the other two boxes on your local 
segment?)
On the other hand, if you are using the linux box as your base DNS server, or 
using the Win95 box as a gateway for the linux box to get to the Internet, 
then we still need to sort out the TCP/IP situation.
