If you run W2k Server Setup on an NT4 PDC, the result will be a W2k domain controller (DC) holding a new W2k domain. By definition, that is Active Directory. The W2k DC will act as an NT4 PDC for downlevel clients (e.g. if an NT4 member computer wants to change a user's password, it will look for the NT4 PDC - the first W2k DC will emulate that function).
