The attenuation on the earphone jack is to save your eardrums and
possibly earphones that can't tolerate a great deal of audio power.
Grounding the earphone jack to the antenna jack on the BC-200 bypasses
a resistor (if memory serves me).  Most consumer electronics,
earphone/headphone jacks are attenuated versus the full output of
external speaker connections.
 MM> more importantly, does it have the potential to harm the scanner?
No, but be mindful of the volume control when using earphones.
